Download ZIP-archive from link below, extract **ON_Windows_11_Photo_Viewer** reg-file and run it.
Windows_11_Photo_Viewer
Now you can open any photo (picture) and in context menu "Open with" choose PhotoViewer as default program.

If you want to turn your register settings back, you canrun OFF_Windows_11_Photo_Viewer reg-file from ZIP.
