It's no longer possible to activate Windows and any Microsoft product over the phone anymore.

its just a bug, please using cmd to fix it

 When you enter the confirmation ID on any PC, it just says: “Can’t activate Windows by phone. Contact your system administrator for more info.”  
In this case, just restart device and try enter cid again and will work

Office still works fine. For Windows 11, though, since 25H2 it no longer works in some countries. I’ve tried everything. Whenever you enter the confirmation ID on any PC, it just says: “Can’t activate Windows by phone. Contact your system administrator for more info.” Even CMD methods don’t help. Not sure if anyone has found a bypass for this yet.

This means that instead of calling the number, now do it on the website.

From what I see, they are just starting to stop phone activation and switching to using the website to activate the IID.
