If so why don't you contact MS and tell them what to do? But maybe you are right, even VAMT says Remaining Activation Count not available.

There are no new APIs. Microsoft f-up their batch activation on patching/fixing an zeroCID-exploit (0x0) in the activation progress. So far, the MAK-Count-check and the CID-Service not working currently. 0x80004003 is the COM error E_POINTER (invalid pointer), meaning the server-side logic hits a null pointer / invalid reference when trying to process the request.
