Latest Windows 11 Builds – Phone Activation Blocked?

Hello everyone,
It seems that in the latest Windows 11 builds, Microsoft has implemented some sort of system to limit phone activation. Now, instead of the usual blue activation panel, there’s a new white panel that shows only a drop-down list of countries. When selecting a country and entering the Confirmation ID, the following message appears:
"Can't activate Windows by phone. Contact your system administrator for more info."
This only happens on the latest Windows 11 builds — older versions and Office activations are still working fine.
Has anyone else come across this? Any idea what might have changed?

I think this is a bug, it has happened to me a few times in the last month, the quick fix has been a simple reboot of the system :)

You can try activating via CMD with CID:
cscript.exe %windir%\system32\slmgr.vbs -atp <XXXXXXXXXXXXXXXXXXX...>
cscript.exe "%windir%\system32\slmgr.vbs" /ato
XXXXXXXXXXXXXXXXXXX... - CID

After selecting your country, do you see the Installation ID?
If it is, you can still obtain the Confirmation ID for that Installation ID — but you don’t actually need to enter it into the boxes in the new white panel.
Instead, simply close the pop-up, go to Change product key, and re-enter your key. This will activate Windows immediately. Sometimes, just restarting the PC is enough to complete the activation.
However, if the PC has no internet connection and phone activation is truly blocked, you may need to activate it using the Command Prompt instead.
slmgr /atp <ConfirmationID>
Replace <ConfirmationID> with the 48-digit Confirmation ID (numbers only, no spaces).
