I think the upgrade of hardware is basically Motherboard (BIOS alone is also consider ) Other than that does not consider changes As you could change your hard disk or ram or add grapbic card in your original OEM preinstalled windows device And it will activated once it connect to internet But Motherboard it will stop and required call to Microsoft I know OEM is not same as Retail But it is the same for hardware changes principals This is basied on my experiance

It has always been like this, after you activate a PC with a license, you can continue activating it for life with the license as long as you do not make important hardware changes.

Those dead keys can be reactivated only on the same machine, even if it has a minor device upgrade. The Installation ID may differ from your previous Installation ID (due to hardware upgrade) but still you can generate Confirmation ID even if it's already reached its maximum number of activation (dead keys), unless it's been blocked by Microsoft. I can confirm this, as my old MS keys, even error code is 0xC004C060, can generate Confirmation ID, but only for the same machine with minor upgrades (memory, hard drive)

The server does not store a record of dead keys, especially those that are by Volume and thus make a check of them at least every 15 or 20 days in case new activations are added.

This is only a website improvement. Sometimes people renew their dead keys, so those keys may become alive again.
