This is a build - 25951.1000 (10.0.25951.1000.rs_prerelease.230908-1539 - from the Windows Germanium (24H2) development semester, on which work commenced at the end of August 2023. Much like with the transition from Copper to Zinc, the transition from Gallium to Germanium happened without a build jump or stabilization branch, continuing in the 259xx build range.
As far as I understand these builds are a base for an upcoming Windows 12.
