It appears that Microsoft has started to block the activation of Windows 10 and Windows 11 with Windows 7 SP1 Professional Retail licenses with an error 0x803fa067. Are there any notices or solutions available?

No solutions, MS stopped free upgrade from Win 7 to Win 10 and now impossible to activate Win 10/11 with Win 7 & 8 activation keys.
I was writing about it, see here and here
The only possibility is activate Win 11 with Win 10 keys.
