Nothing strange, if you already have a digital license (genuine or not, doesn"t matter) on Win 10 IoT Enterprise LTSC you can enter any OEM key (alive or blocked) for a such edidion and re-activate it online. Probably any Windows edition with a digital license has a same feature.

Actually strange thing happen
after the hwid activation 
Every old keys i tried are working now
every old key are activating  windows online automatically

But how this  can be possible

with help of this key i activated Windows 10 IoT Enterprise LTSC 2021 online instantly 
no need to call Microsoft for cid 

I still think this is not a MAK key, that is OEM:NONSLP Key for Win 10 IoT Enterprise LTSC 2021 since I managed to re-activate with it this edition

May be OEM:NONSLP Key for Win 10 IoT Enterprise LTSC 2019 is suitable for IoT Enterprise LTSC 2021 as well...

Looks like a key for Win 10 IoT Enterprise LTSC 2019 but I"ve never seen a key for a such edition.

This is a Key for Win 10 IoT Enterprise LTSC 2021 and seems to me it"s blocked.
